The PDP bagged 27 while the Congress won 26 seats. Independents turned out to be key players during these elections, winning 18 percent of the total seats while registering their win on 50 seats. The results of seats have been declared. The counting of votes in two DDC constituencies has been kept in abeyance as two of the candidates in them are from Pakistan-occupied Kashmir PoK. The counting of votes for the DDC constituencies -- 14 each in 20 districts -- started on Tuesday morning.

In October , the Union government in India amended the Jammu and Kashmir Panchayati Raj Act, , to introduce a provision to hold direct elections to District Development Councils DDCs with the avowed objective of bringing democracy to the grassroots. The election generated national attention, as it was the first political exercise after the abrogation of Article of the Constitution. Elections were held in a peaceful atmosphere and the results appear to be along predictable lines. To what extent will the functioning of these DDCs bring about more political participation from the grassroots will be determined by the independence enjoyed by them. The outcome of the elections does not appear to give the impression that they will herald Assembly election any time soon. This Act was passed with the objective of promoting and developing panchayati raj village council rule in the state, as an instrument of vigorous local self-governance, to secure the effective participation of the people in the decisionmaking process and overseeing development programmes.

This will, in turn, create an enabling environment for all round economic development of the state and prosperity of the people. In a situation where socio-political aspirations and grievances of the people have wide ranging differences, economic development on its own can neither bring about peace nor prosperity. Nor can a political process get us where we want to be if it is, unaccompanied by tangible material, economic and financial initiatives resulting in sustainable economic development. As such, sequencing the two and striking the right balance between them will create a virtuous cycle of peace and prosperity that will accord a normal life to the coming generations, especially those regions who have lived in perpetual strife and conflict. To meet these objectives and deliver economic growth with regional balance and social justice in the state, it is important to create an environment of peace, certainty and stability within which development can be engendered.

The state has been mostly seen as a sort of territorial dispute between the two contending nuclear powers, which makes it one of the most dangerous places in the world.
